Automatic spending cuts: Unwanted consequence of a trigger nobody liked or thought would pass

WASHINGTON (AP) -- It's not the first time that government economic engineering has produced a time bomb with a short fuse.

Back in 2011, few lawmakers, if any, thought deep and indiscriminate spending cuts, totaling about $85 billion and now starting to kick in, were a smart idea.

The across-the-board cuts, set up as a last-resort trigger and based on a mechanism used in the 1980s, are a reality largely because President Barack Obama and House Speaker John Boehner, R-Ohio, failed to find a way to stop them.

Republicans, influenced by tea party and other conservative factions, insisted on just spending cuts to narrow the deficit. Tax increases were out.

Obama and the Democratic-run Senate didn't budge from a mix of cuts and increased tax revenues.

"Arbitrary" and "stupid" Obama called the auto-pilot cuts, known as sequester.

But history shows a long trail of unintended consequences from government actions — or inaction:

—President Franklin D. Roosevelt, after a solid re-election victory in 1936, believed that the Great Depression was winding down. Unemployment was declining and economic activity was coming back.

Roosevelt and Congress believed it was time to cut free-flowing government spending and raise taxes. The Federal Reserve tightened its financial reins. But the fragile economy couldn't withstand the blows. The Depression roared back, lasting until the 1940s when U.S. involvement in World War II finally revived the economy.

—President Ronald Reagan's ambitious 1986 overhaul of the tax code simplified taxes and closed many loopholes, including repealing the popular tax deduction for credit-card interest. Then people started borrowing heavily against fast-rising equity in their homes; that interest still was deductible.

But the practice eventually helped put millions of homeowners under water on their mortgages when the housing bubble burst, contributing to the 2007-2009 recession.

—The Fed has kept short-term interest rates unusually low and printed money to keep downward pressure on longer-term rates, easing borrowing for businesses and individuals.

Yet retirees and other savers are earning near-zero interest on bonds and savings accounts, and many investors are jumping into riskier transactions in search of higher returns.

Area 51 officially acknowledged, mapped in newly released documents
By Laura Koran, CNN

CNN) -- Area 51 has long been a topic of fascination for conspiracy theorists and paranormal enthusiasts, but newly released CIA documents officially acknowledge the site and suggest that the area served a far less remarkable purpose than many had supposed.

According to these reports, which include a map of the base's location in Nevada, Area 51 was merely a testing site for the government's U-2 and OXCART aerial surveillance programs. The U-2 program conducted surveillance around the world, including over the Soviet Union during the Cold War.

Area 51, about 125 miles northwest of Las Vegas, is synonymous in popular culture with government secrecy, and many have theorized that it holds the answer to one of the greatest questions plaguing mankind: Are we really alone in the universe?

Linguistic Determinants

It's Not That Complicated

Many people advocate for free speech; however, few ever consider the choices they make could be predetermined by their own language. The way we think is vastly influenced by our own inner talk. What we say to ourselves in the quiet of our minds can and does determine how we understand. If by linguistic relatively, our language restricts self expression, then it makes good sense; the way we talk to ourselves also restricts the way we think. Most importantly, what we say to ourselves today controls our very actions.

It’s of no consequence that our ease to interpret one language to another is rooted in some universal or a lineage of antiquity to a common great-grandmother: What we say to ourselves today controls our very actions. Inner Talk, what we say to ourselves in the quiet of our minds is the way humans understand.

If we analyze the essential features of the way we speak and the way we think, we can easily identify and redefine words or phrases of a particular cultural emphasis which predetermine our opinions. In other words, by applying a few principals of Linguistics, the way we speak, to the way we think, we can, with little effort, loosen the bonds of cultural control, guaranteeing our right to freely reason on our own.

May I never, never, never forget!

SENATE RESOLUTION 202--DESIGNATING JULY 30, 2013, AS NATIONAL
*WHISTLEBLOWER APPRECIATION DAY''

Mr. GRASSLEY (for himself and Mr. LEVIN) submitted the following resolution;
which was considered and agreed to.: S. Res. 202

Whereas, in 1777, before the passage of the Bill of Rights, 10 sailors and marines blew the whistle on fraud and misconduct harmful to the United States; Whereas the Founding Fathers unanimously supported the whistleblowers in words and deeds, including releasing government records and providing monetary assistance for reasonable legal expenses necessary to prevent retaliation; Whereas, on July 30, 1778, in demonstration of their full support for whistleblowers, the members of the Continental Congress unanimously enacted the first whistleblower legislation in the United States that read:

``Resolved, That it is the duty of all persons in the service of the United States, as well as all other the inhabitants thereof, to give the earliest information to Congress or other proper authority of any misconduct, frauds or
misdemeanors committed by any officers or persons in the service of these states, which may come to their knowledge'' (legislation of July 30, 1778, reprinted in Journals of the Continental Congress, 1774-1789, ed. Government Printing Office (Washington, DC, 1908), 11:732); Whereas whistleblowers risk their careers, jobs, and reputations by reporting waste, fraud, and abuse to the proper authorities;Whereas, when providing proper authorities with lawful disclosures, whistleblowers save taxpayers in the United States billions of dollars each year and serve the public interest by ensuring that the United States remains an ethical and safe place; and Whereas it is the public policy of the United States to encourage, in accordance with Federal law (including the Constitution, rules, and regulations) and consistent with the protection of classified information (including sources and methods of detection), honest
and good faith reporting of misconduct, fraud, misdemeanors, and other crimes to the appropriate authority at the earliest time possible: Now, therefore, be it Resolved, That the Senate--

(1) designates July 30, 2013, as ``National Whistleblower Appreciation Day''; and

(2) ensures that the Federal Government implements the intent of the Founding Fathers, as reflected in the legislation enacted on July 30, 1778, by encouraging each executive agency to recognize National Whistleblower Appreciation Day by --

(A) informing employees, contractors working on behalf of United States taxpayers, and members of the public about the legal rights of citizens of the United States to blow the whistle; and

(B) acknowledging the contributions of whistleblowers to combating waste, fraud, abuse, and violations of laws and regulations in the United States.

**********************
*I personally don't like using the term 'whistleblower' because it has been abused for monetary gain and exploitation by the Citizens of the United States to a point that is no longer bears the urgency and true meaning.

I believe, and it is a shared belief, nobody should expect any award, citations, metals, or monetary gain to perform their duties as a United States Citizen to protect fellow citizens. This is not to say, that these brave souls, at the privilege of their country, should not be rewarded or have proper legal representation for acting in good faith.

The Things People Say and Why The Say Them

"Nobody Likes A Snitch But Everybody Honors A Whistleblower"
G. N. O'Dell June 2009 As Is

As an Aviation Maintenance Manager, I can tell you the best piece of legislation for in flight safety is contributed to the “Whistleblower Blower Act!"

I do not know about other industries but we the people responsible for you’re in flight safety, jump when a Whistleblower makes an allegation and say, "Thank You God We Might of Killed Someone!" If the allegation is shown to be bogus or not factual we still say, "Thank God our corporation Quality Assurance Program works!"

In the case of aviation workers we would never retaliate against people or persons that keeps us awake with alerts that ensures the lives of our customers and employees are not harmed by our own hands in the name of profit!

While searching for my oil rights in La Salle County Texas, I noticed a posting of the “Whistleblower Blower Act!"  required by law on the employee bulletin board. At the top of the posting, boxed in with a black background with large white lettering printed at the top of the Whistleblower Blower Act!" reads

"YOU HAVE THE RIGHT TO REMAIN SILENT"

This is what caused the BP fire in 2005 in Texas City, The Fuel Farm Fire Annex for Kelly / Lackland AFB in 2010, and the BP oil disaster in the Gulf of Mexico. CNN reporters tried to interview oil clean-up workers on Gulf Coast Resort Beaches but not one person spoke to the press, now we know why!

In order to read the Whistleblower Blower Act"  required by law to be posted and accessible to all employees, the State of Texas uses the Miranda Act:

"You have the right to remain silent. Anything you say can and will be used against you"

to threaten anyone that thinks about reporting a legitimate safety concern with arrest and prosecution! Only in Governor Rick Perry's Texas! This Dangerous Treasonous Dictating Tyrant has got to go! Belly Up Rick Perry!

Report: BP ultimately responsible in Gulf spill
AP Associated Press
By DINA CAPPIELLO - Associated Press,HARRY R. WEBER - Associated Press | AP – 1 hr 7 mins ago

A key federal report goes further than other investigations and puts ultimate responsibility on BP for the worst offshore oil spill in U.S. history and the deaths of 11 rig workers, especially regarding the cement seal that was put in place the day before the explosion that triggered the spill.

The report, released Wednesday, said in the days leading up to the disaster, BP made a series of decisions that complicated cementing operations, added risk, and may have contributed to the ultimate failure of the cement job.

Other companies also shared some of the blame, according to the report............
