Dead Psychiatrist Tell No Tales

Hyper-surveillance Can And Does Permanent Harm Only A Dead Psychiatrist Would Know the X-files My P.C. 2010

There is a logical connection to the recent Fort Hood Shootings and Virginia Tech Massacre, Hyper-surveillance can and does permanent harm. Federal law enforcement officials thinking the suspected shooter Maj. Nidal Malik Hasan had been killed, prematurely leaked to the public that Maj. Hasan was a military target of advance hyper-surveillance techniques and equipment developed in Texas. This billion dollar program was just recently used to track a Yale murder suspect just to make him sweat; even though the FBI knew his exact location. 

The new domestic surveillance research program is probable cause for the biggest spike in campus violence after the publication of the Secret Service threat assessment landmark study in 2004, and has now compromised security at Fort Hood Texas leaving 11 dead and 32 wounded.

The original Washington head count was 31 wounded until a recent hospital report indicates the suspect Nidal Malik Hasan  was not killed in the incident, and is in stable condition which is bad news for the Bush Domestic surveillance research program. Dead Psychiatrist can tell no tales, but if and when he recovers, he could very well be the expert witness for a badly managed Texas covert domestic surveillance program that has inadvertently cause the deaths of hundreds of innocent Americans. 

The American justice system checks and balance structure has been comprised over the last eight years by integrating local Police, FBI, CIA, Military Intel, Secret Service, and Homeland agencies into a signal pool of intelligence operations based in South Texas. These agencies are responsible for specific strategic missions that must be delineated from the others or the security of our nation is in serious jeopardy. The Fort Hood shooting is the latest example of mismanagement of military intelligence by failing to question or investigate Army officer Maj. Nidal Malik Hasan concerning a threat that he may have posted on the internet as follows: 

“AP sources: Authorities had concerns about suspect By LARA JAKES (AP) – 1 day ago: WASHINGTON — Federal law enforcement officials say the suspected Fort Hood, Texas, shooter had come to their attention at least six months ago because of Internet postings that discussed suicide bombings and other threats.

The officials say the postings appeared to have been made by Maj. Nidal Malik Hasan, who was killed during the shooting incident that left least 11 others dead and 31 wounded. The officials say they are still trying to confirm that he was the author. They say an official investigation was not opened.”

Other Agencies such as Campus Police and FBI housed on the same campuses have delayed investigations when intelligence sources identified threatening behavior that could of prevented the Virginia tech Massacre and Illinois tragedy as a letter to Senator Cornyn of Texas suggest: 
“The Honorable Senator Cornyn United States Senate c/o The Honorable Barack Obama President of the United States of America

Thank you for your recent correspondence which details your letter to President Obama concerning the "Fishy" activities program at the White House. You bring up some really good points concerning the data collection that may identify someone as an adversary to the better good or even a threat as is routinely done on every college and university in Texas. I have been writing you letters for two years concerning students that have been targeted and criminalized as threats by way of email and essay monitoring by CUBIT or the new College University Behavioral Intervention Team. In a nut shell, when a student writes an essay or responds to request from faculty or even causal emails to friends, the information is monitored by a software program that points to certain words or phrases and identifies the student as a threat or potential campus shooter!

Let it be known that President Obama may not be the best representation of the people but in the case of Texas citizenry, he is our only option to voice our concerns if you continue to ignore our request. Last year, a student after paraphrasing Tomas Hobbs in an essay was removed from San Antonio College by a Texas Court Restraining Order. Most importantly, a man was shot and killed in a San Antonio Library in October last, because the shooter went crazed knowing that all his communications had been monitored for “fishy” content and only derogatory statements were collected to build a case against the writer. Nothing that is being stated here justifies his murderous actions but it shows that hyper-surveillance of a student can and does permanent harm!”

The police, FBI, Secret Service, and Homeland Security Agencies all have specific law enforcement Missions and Resources that work well within their own jurisdictions but become muddled when these agencies act as a singular police agency compromising security at an alarming rate, especially after the introduction of private security firms to the South Texas pool in May of 2008, detailed in notes extracted from a San Antonio Express News Article as follows:

Former FBI Director William Sessions told the heavies of local law enforcement and security businesses congregated at the Oak Hills Country Club on Thursday that the new realities of international terrorism require constant cooperation among all agencies and with private firms. 

“If you have a nit of sense, you know there is no dividing line,” said Sessions, the former U.S. attorney here and one-time federal judge who led the 
FBI from 1987 to 1993. 

“We must share, we must find ways to do it” Sessions said, referring to the importance that intelligence holds in a post-Sept. 11, 2001, world. “We must find ways to do it.”

And the top local cop was Sgt. Thomas Calucci of the University of Texas at San Antonio Police Department, who headed a team formed to identify folks on campus with psychological issues who could pose threats. 

Meanwhile, Sessions, now a partner in a Washington blue-chip law firm whose own FBI tenure included some widely criticized excesses, told those gathered that it was ncumbent on cops themselves to police their own behavior. “We're trying to tell the world what the rule of law is,” he said. 

Case In Point C 

Ex-Secret Service Agent Writes the Book on Campus Violence that increased 100 fold after publication starting with the Virginia Tech Massacre and continues to rise. Dr. Marisa Randazzo co-director of a landmark federal study of school shooting and is co-author of U.S. Secret Service/ U.S. Department of Education model of school threat assessment that predated Virginia Tech and Recent Campus Violence. 

Case In Point D 

NCHERM, The National Center for Higher Education Risk Management uses Randazzo's publication as a bible even tough the information is completely erroneous and has caused 100 rds of deaths on US Campuses. NCHERM plans to incorporate and NEW and Improved behavioral assessment systems based on the same EX-Secret Service Agent publication that will create more disasters!”

The public first noticed Texas Police State symptoms in 2006 when reports of abused disabled students where brushed off by Texas Politicians as exaggerated claims reported by the Office of Civil Rights to Rick Perry Governor of Texas. These politicians were in complete denial of actual police reports of rapes, beatings, and murder inside Texas protective institutions. To resolve the problem, a Texas commission was formed and the group planned to resolve the issue by re-naming ‘disabled students’ as ‘mental impaired patients’ which spurred a naming and necessity lawsuit against Texas for collecting blood DNA samples that may be used in the future to terminate pregnancies of the same people of this class. 

In early 2008, head line news reported graduates from the same Texas Schools for the disabled where placed into bondage on Turkey Farms in Missouri and lived in deplorable conditions while their employers pocketed their Social Security Checks. 

In April 2009, Governor Rick Perry supported a Tea Party Revolution and succession from the Union, accusing the Obama Administration of oppression under the 10th amendment that excludes constitutional amendments that actually protect Texans from Texas Oppression which incorporates Federal Agencies such as the FBI to enforce those protections which were once again muddled because the FBI, Police, and Human Service agencies are still pooled together as one law enforcement agency creating a Texas Police State. 

The public began to realize that not only are these agencies collaborating with each other, and private firms, but Billions of Federal dollars were now controlled by the State of Texas which limited the control of the budget resources from the singular pool of resources that limited the control of Federal dollars for specific missions appointed by congress for  agencies such as the FBI.

Most importantly, and it is reasonable to believe, that by combining these Federal Agencies in one big Texas pool, those agencies would need less people and dollars to function; but to the contrary, and our disbelief, the collaborations revealed billions of Federal dollars with no accountability. With great haste, the police, FBI, CIA, and Homeland Security Agencies need to be delineated with specific boundaries and if need be, relocate each of these agencies or schools in different states to avoid another catastrophe such as the Fort Hood shootings that left 11 dead and 32 wounded on the grounds of the largest and most secure military base in United States of America. 

Shooting suspect Psychiatrist Maj. Nidal Malik Hasan was undoubtedly involved with the development of the bogus Secret Service Behavioral Threat Assessment Landmark Study that probably drove him off the deep in that will make him a key witness to the corruption.

Chapter 7: How Privacy Can Solve Old Cases and Prevent Future Terrorist Attacks

In 2008, expecting a Republican win, negotiations were underway for a second round of contracts to Texas for the development of surveillance programs and $98 billion was graciously given to Texas for emergency need. 

The only emergency need the State was in was a federal audit. In a University of Texas Arlington Short Horn article dated September 1, 2009:

Campus police to undergo audit:

"The UT System will conduct a formal review of all affiliated campus police departments this fall. A panel of university system officials, auditors and lawyers are set to visit the system’s 14 campus police departments. Audits are performed on a regular basis at each police department, but not on any specific schedule, said UT System spokesman Matt Flores. “This will be a close examination of day-to-day operations,” he said. Flores said this review will cover financial accounting, record keeping and compliance issues at the state and federal level."

The retaliation by the state of Texas continued after I graduated and an investigator intruded my home in May 2009 and 2010, which I reported to my Congressional representative, saying: “Disabled students stalked on campus probable cause to recent rise in campus shootings.” 

Once Mary found out that what she thought she was imaging—people stalking us, the invasion of our home and personal computers, and helicopters following us were in fact real, she began to recover. However, the retaliation did not stop there because Rick Perry was running for another term and I had been keeping a record of the events on a blog, not necessarily out of disrespect for the Governor but for transparency’s sake. 

After looking back over the blog listings it was clear that this was a weak governor that had executed at least one innocent man to show he was hard on crime even after judges had pleaded with him that the man was innocent but also several allegations of fraud against the state and federal Government. [The best part kept secret or waiting for the DOJ to ask]

In retaliation, the governor actually launched a military mission by surveillance helicopters to stalk me and my family, which I again reported to the FBI, Secret Service, Homeland Security, and testified about in a Blanco courtroom on January 23, 2010. 

I was a character witness for my brother, who had been arrested for disorderly conduct in Blanco, Texas, and held in jail for several months based on statements made by me in confidence to the Secret Service by a sworn Veteran, to protect the integrity of the Service and my family who lived 150 miles outside of the jurisdiction of an infamous Texas Oppressive County. I repeat, these guys could not have been real Federal Agents by the way they acted. 

The bible and Texas law says "I am not my bothers [Jail] keeper" and these people are still employed by the state of Texas or the Justice Department? There is more information waiting for proper authorities to ask me, because I believe I am my brother(s) protector or as President Obama once said in a speech, "I Am my brother’s keeper" which is a completely different meaning.

So, it was clear the moment the judge started to speak that there had been the transfer of information from one agency to another, a clear violation of privacy laws that have yet to be properly investigated. My brother was denied due process and the DOJ had the judge removed from the case. The Judge, Jury and Prosecutors were Rick Perry appointees not elected by the people, but appointed by the governor – clear and comprehensive violations of the RICO Act. 

After I testified as a character witness for my brother, I called for Governor Perry to attend the trial but he has never responded to my concerns sent to his office, excluding retaliation. But after seven months my brother was still being held in jail with no bail set and no trial date assigned. Another case of retaliation by the state against a targeted family not investigated properly - "Investigations are Like Alcoholism it all depends on who you are drinking [or retaliating against] with ('The Alamo' Read It’s Ancient History Repeating)." 

The same scenario applies to Terrorist Bombings just as the above Civil Rights Case that balloons into serious conflicts if not investigated properly or why it is all about “Civil Rights Stupid” (Reference: Bill Clinton’s publish article “It’s all about the economy stupid”).

The same scenario of dangerous political involvement in terrorist bombings investigations, have led experts in the wrong direction and many cases could be solved by prosecuting retaliation with punitive damages or the way Capitalism Works!

Punitive damages "keeps us all safer" by triggering a serious Quality Assurance investigation and real positive constructive adjustments by over sight are gained, but lost forever if retaliation is not prosecuted and the criminals or institutions don't feel the pain in their own wallet! 

This is a better approach than the Sequester, because it eliminates the problem in the first place and keeps the properly trained agents or personal working at their jobs to protect us.

I am still waiting for the justice department to investigate my allegations of retaliation brought upon me first, by the ambiguous Fusion Center eyes at Texas Universities and across the state, which followed me and my family off campus for 5 years now including one case of low altitude drone stalking before ‘FAA’ regulations were put into place.

Most noteworthy, I am not waiting or do not have a 'need to know' the results of the investigative report that I was harassed and accused of being a 'whistle blower' in 'The Snowden Bad Way.' I should have been reward with a citizen’s citation or even a cash reward as a responsible citizen participating in due process or the way capitalism works – It keeps us safer! 

Once again, the federal administration thought too bizarre to investigate seriously although all the statements are a matter of fact as follows:

When: When did the misconduct occur? If the misconduct occurred over time or is currently ongoing, enter the actual or approximate start date.

My Responses:
(1) A description of the misconduct: Rick Perry Governor of Texas, William Sessions (Private Firm), Susan Reed Bexar County District Attorney South Texas Antiterrorism Task Force. 84 Billion dollars were awarded for security in Texas by the Obama Administration in 2009 that has been spent without any accountability. Where are those billions of dollars going “Officer Bartholomew Vasquez, currently assigned to the Air Force Security Forces Center, was lauded for new training plans he hatched that are credited with saving millions of dollars.” 
(2) How you know about the allegation: I and my family are victims of retaliation from the police for reporting stalking and spying to the FBI. In addition, my bedroom window was spotlighted from a domestic low flying helicopter operated by this task force in Spring 2008. These helicopters are easy to identify especially if you are a licensed aircraft mechanic which I am. 
(3) How and when the misconduct was discovered: After reporting retaliation to the OCR and a three-year investigation in which I was cross examined. I, just as any reasonable human being could and did come to the conclusion that recovery money has been fleeced using Anti terrorism as justification to pump money into a free-for-all police fund. 
(4) The amount of money involved: $84 billion. The day the funds for the Obama Recovery Act for the Texas Police Force was received. 
(5) How long the alleged misconduct occurred: This abuse has been going on since the Bush Administration via Rick Perry, William, Sessions, and Susan Reed [“In the aftermath of the tragic events of September 2001, she [Susan Reed] was instrumental in implementing an emergency preparedness plan in a combined partnership between the City of San Antonio, Bexar County and the incorporated cities within the county. She is also a member of the Regional Antiterrorism Task Force that coordinates preparedness between state and federal agencies http://www.bexarcountydistrictattorney.com/ . “] 
(6) Attempts by the alleged violator(s) to hide the misconduct; and (7) any other information you believe may be relevant: In my situation, it all started with a complaint about removed disability signs to make room for a billion dollar South Texas Domestic Surveillance Building on the UTSA campus. Since then my family and I have been stalked, harassed, and retaliated against. Susan D. Reed is the Criminal District Attorney of Bexar County, Texas. Her office is currently involved in multiple controversies, including the one surrounding the disputed murder conviction of Ruben Cantu, a man executed by lethal injection in 1993 by Texas.

If investigators called me, I could of and still can quantify these serious allegations. Please note: I say while attending the University of Texas a black domestic helicopter shines it light in my families bedrooms it was at very low altitude and can be confirmed by the flight data recorder if the information has not been manipulated. I did not report this event to the FAA because I thought their actions were protective. In other words, I assumed a suspect was trespassing to avoid police arrest and they were searching the area protecting us. 

I send a message to my Congressional Representative Congressman Henry Cuellar , "we should have these helicopter painted because we can not tell if they are the police or a private corporation that could bring harm." 

Why I said what I did is because routine private helicopter(s) had a flight pattern near my home that sets at the highest elevation South of San Antonio and offered my support to the FBI. Within twenty four months two Guatemalans flee the same unmarked helicopters because they were not identified as the Police and were shot dead with no evidence of wrong doing! 

Finally they find a helicopter that was likely the one flying near my home at an airport in Seattle but who knows?  If I am wrong that means there still is a helicopter flying around crossing our borders with ease right over the top of Texas Tea Party Senator Ted Cruz Electrocution Border Fence . After the narrow margin win and reelection of Governor of Texas Rick Perry, I believe I have substantiated enough due cause to call for his impeachment as follows: 

Petition to Remove Texas Governor Rick Perry from State Office Immediately 

“We The People” The Citizens of The United States of America residing in the State of Texas, hereby stand in peaceful protest against Rick Perry Governor of Texas who has stripped the citizens of the State of their rights to pursue economic prosperity, participation in the judicial process, the right to due process while establishing overt and covert intelligence operations outside the jurisdiction and powers of the State, and denied the citizens of the State equal protection of the law, creating a Police State of corruption that has endangered the lives of the people of the State and mismanaged State funds outside of budgetary restraints to a degree of course of bankruptcy and dependency on Federal Funds reserved for emergencies other than corruption of positions of Public Trust who have been appointed by the Governor not elected by the people and met in secrecy with the intent to defraud the people and the Federal Government for the sole purpose and intent of personal financial gain and retention of power as the Governor of the State of Texas. Thank God for miracles or positive events in our lives that seems to oppose the laws of physics or the natural order of things such as in my case which reflected karmic harm back to those that bring harm to the harmless! 

The new free-for-all 9/11 spending Act mandated by George Bush Jr. drained our economy by paying our neighbors to keep an eye on us as secret intelligence operatives and corporations now protected by a secret emergency measure under the guise to keep us safe, while violating the intent to our right to personal privacy protected by our constitution.

The same scenario of dangerous political involvement in terrorist bombings investigations, have led experts in the wrong direction and many cases could be solved by prosecuting retaliation with punitive damages or the way Capitalism Works!

Unfortunately, there is a great divide between the citizens and those responsible for our safety, which includes misunderstandings by linguistic barriers that make correspondence fail, layman and legal. Most disturbing is a simple essay of creative writing in ones own personal computer can be read as a threat and not as a solution.

Whereas, in 1777, before the passage of the Bill of Rights, 10 sailors and marines blew the whistle on fraud and misconduct harmful to the United States; Whereas the Founding Fathers unanimously supported the whistleblowers in words and deeds, including releasing government records and providing monetary assistance for reasonable legal expenses necessary to prevent retaliation; Whereas, on July 30, 1778, in demonstration of their full support for whistleblowers, the members of the Continental Congress unanimously enacted the first whistleblower legislation in the United States that read:
